 當初也有想過用 UTF-8，比較中立，但考慮到 UTF-8 的文字編輯器不成熟，也不多，
 現在中國大陸的網友翻譯時要做 GB -> Big5 轉碼，而我們不用。
 使用 UTF-8 的話，那麼大家都要 GB->UTF-8 或 Big5->UTF-8，雙方都麻煩了，
 所以暫時內部仍然是用 Big5 編碼。

  其實各位用 web 介面翻譯的朋友可以不管這些，因為無論如何，我都會先校對後才
 commit 進去，也會順便在適當地方加上 [CN::][HKTW::]，或往 tocn.pl / totw.pl
 補加新詞 (例如昨晚我加了 s/調制解調器/數據機/g; 等等)。 
however, the tocn.pl & totw.pl could be automatically generated from 
the mapping table of cpatch.org
