New PO file for `fileutils-4.1.2'

Sorry for my failure to inform zh_CN l10n people.

For anjuta 1, one of the developer showed me simplified Chinese
translation submitted from the corresponding translator, so I added
it into CVS. For gnumeric, I have no first-hand knowledge, but from
CVS:

For zh_TW l10n, the mailing list to go is

There's no immediate plan for Hong Kong yet (so Hong Kong people may
stick to Taiwan list for now), but not impossible in the future.
