Anjuta and gnumeric zh_CN translation were added without any advance notice, and they are in the plan. The conflict didn't create duplicate work, but we don't know if we have good luck the next time.
For anjuta 1, one of the developer showed me simplified Chinese translation submitted from the corresponding translator, so I added it into CVS. For gnumeric, I have no first-hand knowledge, but from CVS: ---------------------------- revision 1.21 date: 2001/08/16 18:45:05; author: nakai; state: Exp; lines: +716 -1457 Update Chinese (Simplified) translation from Donald Park. ---------------------------- Sounds like anjuta1, the translator contacted developers directly.

There's no immediate plan for Hong Kong yet (so Hong Kong people may stick to Taiwan list for now), but not impossible in the future.
