At the moment that's the fastest way; another possiblity is to make the
translation publically available (okay, you've done so) and let people
use the files. When no problem occurs GNU maintainers are allowed to
add them to their packages after half a year or so.
These day sending the disclaimer via snail mail doesn't take longer
than approx. 2 or 3 weeks; GNU headquarters seem to be in a good shape
at the moment :)
