As you probably are aware traditional Chinese (zh_TW.Big5) is not part of the KDE 2.2 release (http://i18n.kde.org/teams/distributed.html) and it had to be dropped from the KOffice release because it's still not converted to Unicode (utf-8).

The bigger problem is that I have been unable for several months already to get any feedback on how you wish to proceed? We are just a few weeks away from the 2.2.1 release and KDE 3.0 is scheduled for early next year and I can't I see any recent commits to the traditional Chinese translations (esp. in the 2_2_BRANCH of the CVS which will become 2.2.1). Not to mention a conversion to utf-8.

I think it would be _very_ unfortunate if traditional Chinese would just disappear from KDE. So I'm almost about to post a "translators / maintainers wanted" message to kde-i18n-doc and kde-devel if I don't hear back on this in the next days. Of course, I still hope this can be avoided.
