Okay, kdesktop.po is now 100% translated. Just needed to clear some fuzzy entries, and adapted some translations from Wang Jian's zh_CN kdesktop.po. Took about 1.5 hours. (Again, courtesy of ThizLinux Laboratory Ltd. because they pay for the work I do. ;-)
Yes. Normal criteria are to have kdelibs.po and desktop.po fully translated and kdebase around 80%. The more the better of course. But we will about always include languages if the maintainer shows up and says "it's good enough for release" (or I need a release to actively recruit new translators). Main thing is that this stuff is continously and actively maintained and that there are clear responsibilities.
Hehe, it will help when everyone has upgraded to KDE 3.0 first. :-) Hope more users and vendors can join the effort.

Hehe, I kind of missed it too, and I was planning to get involved _after_ the KDE 3.0 release (so that I can actually see the result immediately.) :-) And compared to other *.po, it is quite small, so it was relatively easy for me to go in and fix the fuzzy entries, especially with help from the zh_CN translation. ;-)
But yeah, I guess we all do need to monitor the KDE lists more often. Also, better coordination is desired. We can learn from Wang Jian's zh_CN translation project. It has grown to be much more and much better than I have ever imagined. :-) I wonder if we can borrow the PHP code on his site to get a similar site set up for traditional Chinese. And then we need to gather the community to get them involved. :-)

The one for 3.0 is at http://developer.kde.org/development-versions/kde-3.0-release-plan.html Apart from that, people responsible for translation must be subscribed to the kde-i18n-doc mailing list (and actually read the mails from there). As for how to handle translations and getting to know about strings to translate please have a look around at http://i18n.kde.org/, esp. the stats there and the Translation HOWTO.
We have something like 60+ translation teams at the moment, and we are getting more and more of them. This is great and very important for KDE and free software. But please understand that we can't mail them individually for everything. You have to get yourself organized and to work as much on your own as possible.
