Things in CVS may not be necessarily the "latest" ones because some other people may be working on it.

I suggest that you join the zh-l10n list, this way you can find out what others are currently working on so duplicated effort will not happen.

Once you have done a translation and you think it's good enough you can send it to Pablo <pablo at mandrakesoft.com> and ask him to commit it for you.
