if you made a difference patch against an existing version, if you do that then some things may have already been translated for you, saving your time, and everyone else's time! :-)

Well yes, it is true that any piece of frequently updated software may need translators as new messages may be introduced into the program. No one is stopping anyone from contributing translations but it would be best if you updated the transalation on top of an existing one, if available, that's all! :-)

No every bit of work is very much appreciated! Remember all of this translation work is entirely voluntary ... however it would be better it if were a bit more systematic.
