The zh_TW desktop.po has been commited 30 min ageo.
I think http://i18n.kde.org/stats/gui/i18n-table-KDE_3_0_BRANCH.html
will update soon.
If zh_TW staill have problem to be in kde 3.0.1 release, please
drop me a mail and let me see what else I can do.
