As you may already be aware if you follow Cooker new betas of 8.2 come and a lot of improvements are present. Of course that means also a lot of new or modified strings to translate.
Several languages have already finished or near finished the translations, however there may still be some packages left, or the previous translator is busy with other things or has lost interest.
So, if you are interested, go to http://www.linux-mandrake.com/l10n/translations.php3 and look the status of the translations for your language; maybe you can do something to improbve it, if needed.

I will try my best to sync from zh_CN translation of menu-messages into zh_TW. (it means: you will have a zh_TW menu-messages po file with more than 50% translated.)
I will give you my very first result in 1 or 2 day.

Please don't hurry. Some Mandrake developers had alread been working on zh_CN translation. Besides, a direct conversion of zh_TW to zh_CN is usually unacceptable for users in mainland China. You should have known this when you see some translations converted from zh_CN to zh_TW.
Additionally, there's an official translation team for zh_CN. Please go to http://i18n.linux.net.cn to have a look. For now, I'd suggest not to touch zh_CN translations at all.

For another matter, the 'uncentralization' of translations is starting to be unacceptable. For example, everyone fights for menu-messages, yet nobody knows everybody else are working on it. Is any management of translation files being worked on, or there's simply no management at all for traditional Chinese translation?
For now, kenduest has the final say on menu-messages. Please direct any query to him for menu-messages translation.

I did aware of all issues you metion, like direct chacter by character translation from zh_CN into zh_TW is not possible.
I can understand 'uncentralization' is not good, so I did CC to zh-l10n@linux.org.tw in the mail I send to you.
kenduest has done most work, only you have not put it on http://www.linux-mandrake.com/l10n/translations.php3 or no one mention on zh-l10n@linux.org.tw mail-list.
Since it have been done, I think I can have a happy Sunday ^_^

Management is still the key word here. I'll take GNU software translations for example -- currently people only throws their translations on this list, but very few people know that they should sign disclaimers before submitting translation to Translation Project.
Gnome, KDE and Mandrake translation status was also a mess. For gnome, I'm not doing good work for my part of management, so I'll see if anything better can be done for now, since Gnome 2.0 is very near.
For KDE, I don't know current status -- is kenduest working on new web interface for handling translations? I've heard something like that during KDE 2.2 days, but no news afterwards.
Mandrake part is the worst -- nobody manages anything. I'm not speaking of you, since I am guilty myself -- trying to take over menu-messages translation, since I don't know anybody is working on it, and nobody announces it (except one, during Mandrake 8.1 days).
People, it's time now, to declare what translations you still want to handle, and what you can free up for others to take over.
