[Zh-l10n] diffutils translation for zh_TW

Thanks for the quick translation for GNU diffutils 2.8.3. I found a few minor problems with it: an umlaut that seems to be missing, an untranslated copyright sign, and while we're at it we might as well use a nice copyright sign on the translation's copyright notice.
