Well ... the point is still that there is some problem with the terms used
by traditional Chinese users and the simplified Chinese users. I really don't
think it is a good idea, in terms of interface ...

What would you like to translate?
For KDE and Gnome, it would be best to contact the i18n coordinator directly,
but for Mandrake-specific tools:
Basically Mandrake tools are (mostly) translated but there are still some
untranslated fields, fuzzy fields, or fields which have not been translated
well.
If you wish to see what po need cleaning up, you can try browsing the CVS.
http://cvs.mandrakesoft.com/cgi-bin/cvsweb.cgi. You can find all Mandrake
tools under the "/soft" directory. The only exception is the graphical
installer, which you can find under the "/gi" directory.
Thanks for your interest in translation! :-)

yes.

that doesn't involve any conversion :)

Yes, but, itsn't it better than displaying in English?
it is only in the case where a native translation doesn't exist; then
if a translation of the other sort of Chinese exists, then a charset
conversion is done and it is displayed.
It only happens when a proper translation is not available

So you think that displaying in English is better?
